Create a new document with the size 300x300 pixels.Select the Costum Shapes tool and chose the star in the shape drop down menu. Press shift and draw a star like this with the color #FCFF00.
Go to Gradient Overlay and set the Opacity to 13% and check the Reverse box
Set the Blending Mode to Normal, the Size to 10px and the color to #D0D217 in Innerglow.
Create a new layer and take the Brush tool with 30px brush and click in every corner with the same colour as the star #FCFF00.
Add some Bevel and Emboss with Size 5 and Soften 16.
Set the Innerglow to Size 5 and the color to #D0D217
Now you should have something like this.
Add some text and a nice background.
