Neon
We'll begin this tutorial by choosing the text tool. I chose "Arial Black" as the typeface at a size of 56 and adjust the tracking to 180. Now type "NEON" or something that you like better using White as the color.
Now "Ctrl" click the text layer in the Layers Palette to create a selection around it then make certain the text layer is invisible by clicking the eye icon in the Layers Palette. Then create a new layer. Now go to "Edit" then "Stroke." Width will be 3, color 00FF24 and make sure "Outside" is checked. You may now deselect the selection.

Right click on the layer and select "Blending Options" then "Outer Glow" and use the settings below.
You should now have the following:

Now "Ctrl" click the original text layer to create a selection around it and then go to "Select" then "Modify" and lastly "Expand". Expand by 2 and click OK.

Next, create a new layer. Now go to "Edit" then "Stroke." Size will be 1, color white and make sure "Center" is checked. Click OK then deselect the selection.

Then go to the main menu and choose "Filter" then "Blur" and lastly "Gaussian Blur". Use .2 pixels as the setting and click OK.

Now merge both the 1 stroke layer and the 3 stroke layer together. To do this simply select both the layers in the Layers Palette and go to "Layers" then "Merge Layers".

Then grab the "Eraser Tool" at a size of 7 pixels and soft edge of about 50 and erase sections of the letters as I have done below.

You should now have the following:

Next, duplicate the merged layer and give it a color overlay of black. To do this right click on the layer and select "Blending Options" then "Color Overlay" and change the color to Black. Move this layer so it is beneath the original layer in the Layers Palette.

Now go to "Filter" then "Blur" and then "Gaussian Blur" and use the below settings.

You should now have the following:
