This Photoshop tutorial will show you how to create an animated tv.
tv

Step 1.

Start off by creating a new Photoshop document with dimensions of 220 width by 180 height. Create a new layer set, from the layers panel, where you will create all the layers for this Photoshop tutorial. Make a rectangular selection on new layer, and then select the gradient tool. Set E8E8E9 for the foreground and C8C9CA for the background. Use the Reflected Gradient tool, dragging it the length and direction of the red arrow (image a). Next, make a black rectangle on a new layer, as shown in image b). Contract the selection (select > modify > contract) by 1 pixel, and then on another new layer create a 2nd reflected gradient. For this one, choose 7C7C7C for the foreground and set the gradient to be Foreground to Transparent, in the editor.

Step 2.

Next, on another new layer, make a rectangular selection and then fill it with black (image a). Contract the selection by 1 pixel (select > modify > contract). Now we're going to make the TV's static. So on a new layer, fill the selection with grey (D7D7D7)and then set the background to 6D6D6D. Duplicate the grey layer 3 times, so that there are a total of 4 grey layers. Name each layer static 1 - 4, and then make 3 of the layers invisible in the layers panel.

Step 3.
On the grey layer that's still visible, apply the noise filter (Filter > Noise > Add noise), with the amount set to 20%. Next, go to TV Photoshop Tutorial Part 2
