1.Make a New document 500x500

2.With the Gradient Tool (G) activated, Select these-

3. With these options, draw a rainbow vertically down your canvas

4.Then go to Filter>Distort>Zig Zag, and set the panels to the maximum, pond ripples.

5. Next go to Filter>Distort>Twirl, and set the options to Angle -999

6. Duplicate the layer

7.Go to Filter>Sketch>Water Paper

8.Change the settings to get something you like, or something similar to mine

9.Set the new layer to Pin Light.

The final result!
