Open photoshop and click File >> New.
Open a new document sized 1024 pixels by 768 pixels.
With a resolution of 72 pixels/inch.
Color mode in 'RBG color' and in 8bit mode.
Background color transparent as first thing we do is change the color.

Double click the layer to unlock and rename to 'Background Color'.
Grab your Paint Bucket Tool (G) and set the foreground color by clicking on it.
In the Color Picker use this hex code for the blue background. Hex Code : #03007C.

Create a new layer above the layer 'Background Color' [NOTE: make sure the layer is transparent] and go to:

Filter >> Render >> Clouds

Now create another layer above this. And do the same, Filter >> Render Clouds. So we should have our background layer and 2 layers with clouds filter applied to.

[NOTE: Do not just copy the first clouds layer as we are trying to get some varied cloud patterns.]

Now, for both the cloud layers go to:

Layer >> Add Layer Mask >> Reveal All

We should have 2 white squares in our layers palette in each of the cloud filter layers. Click on the white box and go to:

Filter >> Render >> Clouds - [NOTE - do this for both]

Now we are going to add some colour to our top clouds layer. So go to:

Image >> Adjustments >> Hue/Saturation and check the box 'Colorize'

And select a suitable cosmic blue color by moving the hue slider. You can optionally adjust the saturation and lightness if you wish.

Now you have added some color to the top clouds layer, change the layer blend mode to 'Linear Burn'.

For the second clouds layer go to: Image >> Adjustments >> Hue/Saturation and decrease the saturation as far as it will go.

Change this clouds layer blend mode to 'Linear Light'.

Create a new layer above all the other previous layers. And go to:

Filter >> Render >> Clouds
Filter >> Render >> Difference Clouds
Invert it by clicking CTRL + I
Image >> Adjustments >> Equalize
Change the blend mode to 'Overlay'

Create a new layer above that and fill with black, then go to: Filter >> Noise >> Add Noise with these settings:

Amount: 31.4%
Distribution: Uniform
Monochromatic: Checked

Then change the layers blend mode to 'Color Dodge'.

Use this planet png image as our planet. Download to your computer and open it up in photoshop. Then drag it into the psd file and make sure its above all other layers. Drag the layer down into the bottom right corner. Change the blend mode of the planet to 'Luminosity'.

Now you have a base image for your lunar scene. You can now change settings and have a play around.

End Result
